You will need a dialup phone number, username and password from your ISP, once you have those just run the new connection wizard from Network Connections.

Well, first off you need an Internet Service Provider (ISP) like AOL or PeoplePC (I recommend the latter). When that's done, they will give you instructions to proceed further.
