I think for those just beginning, the rider-waite deck is one you might want to start with. It has the basic symbolism for Tarot and you can get familiar with the common themes. After that, you can use other types depending on what you like.

otherwise if u are gonna purchase some - best to buy any that are brand new and still in the packet. Its not so good to let anyone else touch ur deck of cards.

Hanson-Roberts deck is the best!
Excellent deck for newer readers.
Very friendly, colorful.
The cards are even a little smaller than the average deck so they're easier to shuffle.

If you want to develop ‘Psychic Ability’ you may want to try the Rider Waite or another imaged deck. I like the Hanson Roberts deck, the Robin Wood Tarot and the Connolly Tarot Deck, because their imagery works well for my readings. I don’t like the darker cards like Crowley’s Thoth Tarot, but each to their own.
