they either hated the 23 flavors that is inside dr. pepper or they were too poor to keep buying it.

Bluntly:
Nobody really likes the taste of it here. That's why Cherry Coke never survived here either. To me, it kinda tastes like medicine.

But if you're asking this question as part of a homework assignment (judging from the category this q is in):
Back in the apartheid era in South Africa, lots of foreign companies refused to trade with SA (incl Pepsi i think). Could be a possible reason why Dr Pepper never survived here (in fact, i can't recall ever seeing Dr Pepper on our shelves - i've only tasted it when i was in the USA).
