There's no specific difference between surfing and browsing. They mean the same thing. Perhaps surfing implies less structured browsing, as in not looking for anything in particular and hitting random websites. But this is not necessarily what it would imply to everyone.

Well, if you want to get technical, then the difference of browsing is sort of knowing what you're looking for and looking all over the place for it. But, if you are surfing, you are not really wanting to find anything at all, except maybe something to do.
By regular use, both the words mean the same thing...

Surfing occurs during the day, and browsing takes place at night. Right now we are browsing, but when the sun comes up, we're going surfing!

there really is no difference when it comes to the internet, yet surfing could be interpeted as more indepth then just widow shopping or browsing.
