There are some scientists working on analyzing brainwave patterns, and having interesting progress. It's hard to say at this point just how well it could possibly do at capturing detail, but they've already been able to take some good guesses at whether someone is planning to add or subtract.

I've also heard, long before reading this, that a new form of brainwave analysis seems to be doing much better than a polygraph at telling whether someone is coming up with a lie (which is indeed 'intentions' as it works before it's even spoken). A simple web search reveals this relevant article...

Nothing available that is fool proof. However, men give away their intentions usually through their eyes. You also can tell a lot about them by watching how they threat others and how they handle certain situations. One thing for sure, if they don't like animals or they mistreat animals; they can never be sensitive to a long term love relationship. Men that are givers generally make the best lovers and men that are takers will be hard to remain close to for any length of time. Most of this works for women as well, but men tend to be more easily read.

Not anything that you can toss in a purse or pocket. At least not yet. It pretty much has to be judged on the basis of their behavior.
Supposedly NLP (Neuro-Linguistic Programming) is making practitioners more adept at determining intention (usually for usage in interrogation rooms in police stations and such).
There are things like lie detector equipment, but it can get a little tricky to hook them up to it without them catching on. But as for a small, carry in your hand gadget, nope, nada, zip, zilch.
