I'd pull the battery out, which should turn it off.
Then reinsert it and try to restart. You should be able to with a hard disk check.

If it has frozen while you were shutting down/restarting the only way to turn it off is to just cut the power. Most laptops will shut off if you hold the power button for a few seconds. But you should always wait for at least several minutes to make sure that it will not shut down properly.
DO NOT PULL THE BATTERY THIS COULD DAMAGE THE LAPTOP

Take out the battery which will shut down the laptop. I've done this many times and my 5 y.o. laptop is still around. This is the same as hitting the reset button on a desktop.

Sometimes "Saving you settings..." may hang, because you have program which is not shut-ed down correctly - so she still have registry access. In this case Windows seems to be hanged, but its not - it waiting for your program to finish. How to prevent this:
1. Click ESC from keyboard some times - this will trigger "Close program which is not responding" dialog box - you don't see it:) but in general case its there.
2. Disconnects network cable - sometimes windows is waiting for response from some network application - disconnecting network cable(i.e. unplug it or stop wireless) resolve this :)
3. Last resort - IF no other things works try to unplug - bad decision but sometimes is necessary.
To prevent this from happening next time download and install Windows User Profile Hive Cleanup -
desc: Cleans up handles to allow unloading of user profile hive. This can help speed up logging off, reconciliation of roaming profiles and prevent exceeding the registry size limit.

Make sure it is not plugged into the mains and take the battery out. Leave it for a bout five minutes, put the battery back and start it up again.
