you want to make sure before you do it your skin is clean.
lay a steaming hot towel over the area to break up the blackhead. you might wanna use a blackhead remover, you can find it Walgreen's, cvs or rite aid, just and general drugstore. its gonna be around the tweezer section. if u don't want to buy that then use two sterile qtips and apply pressure on each side till it fully comes out. if it starts to bleed then stop apply some peroxide and a little ice at night.

This may not be the best answer but this is what I normally do. (may not be recommended by dematologist)
I usually squeeze the black head out (if it's those that are embedded under the skin not the ones sticking out). If the pore size is too small for it to come out easily, I'll use a sterilised needle to gently pick on the black head then sqeeze, this usually work and the black head pops out after that. Try to clear everything out from the pore if not it might swell the next day. For those thayt sticks out, use a tweezer and pick it out.
I'll follow up with a deep cleansing mask and a pore tightening serum or mask after that (all the pinching & squeezing - on the whole face of cos.. not justifiable if you are only removing 1 black head.)
If the places where i've squeezed are still red after the mask and serum, I'll put some ice in a towel and apply the ice pack over the area. And end everything with my usual toner and moisturiser.

there are black head remover tools. Another option is to go have a facial. Or you can wash your face gently, then steam it for about five minutes to help open your pores and then use astringent on a cotton ball to cleanse your open pores. you can also try popping them like a pimple but be careful not to break your skin.

dont pop em if you do so they will come back in the same place a lot bigger. Use a gentle scrub. but if you can aford it get a facial
