When I began subbing it was required that we take and pass the CBEST and have at least 72 units. Some districts relaxed those requirements or got waivers when there was shortage of substitutes but they quickly went back to the requirements when they found that their subs were not capable of actually following a detailed lesson plan.

In New Jersey substitute teachers need 60 college credits.

Did you mean the CBASE? In Kansas, all you need to substitute teach is 64 hours of college credit and a emergency substitute license.
