I have a fabulous deck I need to spruce up and decided to paint a wooden bistro set, to withstand weather, what's the best thing to seal it with and still make my paint designs vibrant and lively?

A Spar Varnish would be the best finish for outdoor furniture. Make sure you get one with UV protection otherwise your painting will fade from the sun over time. You can brush or spray it on, spraying usually goes on better. It comes in matte, semi-gloss, and gloss (sometimes high-gloss)

With all due respect, and with less added effort/energy a decent, CLEAR Polyeurethane will accomplish the task.
