People who like to or have to keep their sleeping times regular, such as people who have sleeping disorders, many old people, many sick people or people who have a really busy schedule and need to get good sleep in between.
I for one try to go to sleep at a similar time every day, because I have a sleeping disorder. When I don't keep my sleeping times regular I start having major problems getting sleep, which has very bad effects on other health problems I have and pretty much screws everything up for me. I've been doing much better than before since I started going to sleep and getting up at a similar time daily. I wish I could just do what I want when I want to and sleep whenever I feel like it like I used to, but my health is more important than having fun late at night so I made a little sacrifice for the sake of my health.

People with highly regulated circadian rhythms (your internal clock). Going to bed and waking up at the same time everyday is supposed to help prevent sleep disorders and fatigue during the day.
