Queen Victoria of the British Empire presided over the largest empire the world had ever seen in the year 1900. Her reign was 64 years long. The British Empire ruled 1/3 of the world's landmass.
But the largest contiguous empire was that of the Mongols, the Yuan Empire, two generations after Genghis Khan.

The Mongol Empire was an empire from the 13th and 14th century spanning from Eastern Europe across Asia. It is the largest contiguous empire in the history of the world. It emerged from the unification of Mongol and Turkic tribes in modern day Mongolia, and grew through invasions, after Genghis Khan had been proclaimed ruler of all Mongols in 1206. At its greatest extent it stretched from the Danube to the Sea of Japan and from northern Siberia to Camboja, covering over 24,000,000 km2, 22% of the Earth's total land area, and held sway over a population of over 100 million people The Russian Empire was a state that existed from 1721 until the Russian Revolution of 1917. It was the successor to the Tsardom of Russia, and the predecessor of the Soviet Union. It was the second largest contiguous empire in world history, surpassed only by the Mongol Empire, and the third largest empire behind the British Empire and the Mongol Empire. At one point in 1866, it stretched from eastern Europe, across Asia and into North America.
