He provided calm and decisive leadership of rescue teams, police and fire units, and reassured NYC citizens that all necessary was being done to find survivors, and so forth. I am not a Giuliani supporter. I think he's morally inapprehensible, but he did a good job of leadership during 9-11 and beyond. Running NYC can be compared to a state in scope because of its complex government structure, it has to provide much service to its public, and a leader has to have an organized plan of action in place to counter any unfortunate event like 9-11.
