My tank that holds the salt doesn't get very full of water(only about 1-1 1/2 ft.) and the water is very dingy brown with bubbles???

The tank should not get very full, just the bottom 6 inches or so. This is because that's all the salt you need for a rejuvenation cycle. But if the water is a dingy brown, I think you may have some residue that has accumulated from dirty bags of salt. And if the water is dirty, there is a good chance that the filter and orifice may get plugged up, which will keep the softener from working properly.

If possible, disconnect the softener, clean out the salt from the tank, and then turn the softener on its side and hose out all the sediment that has accumulated. Now clean the filter and orifice according to directions that came with the softener. Reinstall the softener, add salt, and set the softener to cycle that night.
