And the sentence would be??? If you mean the first one in bold print, it does, but not as a standalone--something must go before or after. That is, the sentence you are asking about needs to be there. Does that make sense???

1. You don't need to leave out the comma. I would actually include it as an implied pause in the sentence. It really depends on the context of the sentence, but I would guess that this is some penultimate statement.
2. I think you should change the "anything" to "whatever". I just don't think that "anything" is strong enough.

Happiness is a pleasant state of mind, and whatever you perceive it to be.

Use a dash instead of the comma, and leave out 'and':

Happiness is a pleasant state of mind -- anything you perceive it to be.

However you perceive it to be, happiness is being in a pleasant state of mind.

How about:
Happiness is a pleasant state of mind and can be anything you perceive it to be.

It makes sense. I like it better without the "pleasant"
That's implied, right? Happiness is generally understood to be pleasant.

It makes sense...

Happiness is an emotional or affective state that is characterized by feelings of enjoyment and satisfaction. As a state and a subject, it has been pursued and commented on extensively throughout world history. (wikiquotes.org)

Happiness is the only sanction of life; where happiness fails, existence remains a mad and lamentable experiment. (George Santayana)...

These quotes should help...

Gud luck!!!

The two suggestions above are fine, but they both need commas. Your original sentence does not need a comma, but it is still a little confusing. Try splitting the ideas into two sentences and elaborate on them each.
