Yes. Most restaurants have a section on their menu for vegan dishes (Do Chay or Mon An Chay). Also ask for soy dipping sauce (tuong) not fish sauce (nuoc mam).

For very small places or those in the provinces without menus in English (or no menus at all), pick out dishes with vegetables and tofu or ask for "Do Chay" or "Mon An Chay".

what do you do in your country if you want your vegetarian food without eggs? just ask if they will do it, if not leave.

Normally they don't have eggs in vegetarian food. If you want to be sure, you can tell them "khong trung" or "khong egg". They can understand.
