As a general rule, spring flowering bulbs (daffodils and tulips) should be planted in fall and late Summer / Fall flowering bulbs (Liatris) should be planted in the Spring. Planting times will vary, depending on your climate zone, but remember that the earlier bulbs are planted in their required time frame, the better off they will be.

Depends on what type of bulbs you are planting. If they are spring blooming bulbs, you usually plant them in the fall. If they bloom in the fall, you usually plant them in the spring after all frost is gone. Why don't you just read the package the bulbs come in?

Flower bulb planting is a job for nice days in the fall.
All spring-flowering bulbs, such as tulips, daffodils, snowdrops and crocuses, need a period of cold to flower well.
The key thing is to plant them about six weeks before hard ground frosts in your area. This timing allows plenty of time for root development.

They usually tell you on the package but the soil needs to be warm enough to dig easily. You should check what zone you're in and check when the last frost date is.
