Not necessarily. If you're answering a job ad and it specified that e-mails should be sent in by e-mail, handing it in personally instead might be frowned upon (inability to follow instructions and all that). The company seeking applications may have some reason for needing a software copy, as they can reprint as many copies as they need or they could forward the e-mail quickly to guys who actually make the hiring decisions.
On the other hand, if you are given a choice between sending it by e-mail or handing it in yourself, it could give you an advantage if you appear at their offices personally in proper business clothes along with other pertinent documents. If the interviewer is not busy, you might be granted an interview right then and there so it's important to be ready.

Yes if you are applying in person. If you are applying online, then email the resume and bring a few copies of your resume to the interview in case someone else needs one during the interview process.

In person- Because it shows effort on your part, and you get to meet them and potentially be interviewed. ;)
When you go, dress nicely like you are going to be interviewed.
