I believe it refers to us as a society, and all of us as a nation, should think like a community. We all affect each other by our actions. If we all care about a child who needs help, the elderly that need assistance and caring, the person who has lost everything in a fire, on and on. If all of us act by paying it forward and use the mentality, that each of our actions matter, just within our communities, we become like a village all over the world, each of us caring, giving and helping others. It works like a domino affect, and others learn by seeing how to conduct ourselves that help and serve others.

It means that school - or parents alone can not raise a child that will grow to be a strong, contributing member of our society. It takes the cooperative work of parents the educational community and the community to nurture and support a child as they grow in to the adult that they will one day become.

i think it means that you can't really raise a child on your own. There will always be some poeple that affect his or her point of view. For example, my mother nearly killed me when i said i wanted to be vegetarian. She still forces me to eat meat. She is extremely against vegetarianism. I got ideas and beliefs from my 'village' or community. It takes a lot of peoploe to build my opinions on many certain topics.
