Or am i totlaty cut off at that moment and thus not being billed for any internet time?

You will be billed,becoz ur pc is still connected to
the internet,i.e the Internet service provider is still providing you service,though,u are not using it.

Log out of the internet .Only by doing this,you will not
be billed

Work offline just means that your browser is not currently looking for sources on the internet. You may still be connected to the internet, thus being charged. If you want to "work offline" then you can store webpages for offline use later when you arent on the internet.

yeah if you close your browser you are still connected to the internet you should unplug or right click the 2 computer boxes on the bottom right hand side in your taskbar & click disconnect

you still get billed cause you're still connected to the internet it's just your browser that isn't
