Yes. Brown is a neutral as is navy, so they really go well with anything. Make sure you don't wear something like black shoes, which will look really mix-matched. Some neutrals can be worn together and some can't. With the right shoes, accessories, and make up, you can pull the look off easily. Go for a light to medium brown shoe (not sure of where you will be wearing this so a variety would work well)

No, unless the cut of the blazer and/or shirt is really edgy. Depends on the shade of the tan also.

Absolutely. I think that is a smart, sophisticated look. I think you should pair it all with a nice pair of Ralph Lauren brown crocodile print heels with a matching bag... hair up as well... total package!

Yes it would look good together, and all ways remember that tan is almost like a natural color, and it coordinate with just about any other color you were.
