I saw my deceased with Highway Patrols around her body, but no sight of ambulance or paramedics. I'd like to know if that was before they arrived or after she was pronouned dead.

The police will generally wait for a crime scene investigator to arrive to take photos. Even if it isnt a "crime" scene. This would be a member of the police department.

Usually, someone will call 911 and report the accident, illness, injury, etc. The paramedics and police will both come if it's a car accident, or a gunshot, or the situation sounds dangerous, but if it isn't, then just the paramedics come.
The paramedics assess the situation, and if the patient meets certain criteria (obvious signs of death, injuries incompatible with life, etc) then they will call a doctor and get permission not to treat the patient. If the police aren't already on scene, they are called, and the paramedics will wait with the body until the police arrive.
If it's a car accident, the body isn't usually moved until the police accident investigator arrives. They will take pictures, chalk the position of the tires, and thoroughly document what happened. At that point, the coroner is called to pick up the body and take it to a local hospital for an autopsy.
