If you're talking about the kids that are just kids, and not babies, no they do not grow up. But if they are babies, they will grow up, it just takes three Sim days and staying up at night for the parents!!

No. If you choose to get a baby, it will grow into a child but it will never grow into an adult. They fixed that in the Sims2 because the children contribute practically nothing in the first game( damn crumb snatchers!) and stay that way unless they get sick and die, die in an accident, or get sent to military school for bad grades

Yes, and i takes a while. Mine often got taken away because the parents won't get up at night and take care of them. Good luck.
