Does this automatically give our representatives the right to vote on issues without demonstrating a consensus?

We elect them to cast there votes on what would be the best thing for this country. However for about the past 100 years or so they have been doing what is best for them instead of the people like they are Supossed to be doing.

Yes, once elected, they have the right to vote any way they want to. Of course, if they continually vote in a way that offends the majority of their constituency, it is highly unlikely that they will be re-elected.

I don't know what you mean by "demonstrating a consensus." Consensus is defined as "collective opinion or concord; general agreement or accord." While my small academic department operates by consensus, it would be impossible for a congressional district or a state to come to consensus on almost anything. If you meant that a representative should vote the way a majority of his/her constituents want him to, that is certainly one theory. Another is that sometimes he/she should vote the way he/she believes to be right because they have knowledge that the general public does not, or their conscience dictates that they should defy the majority opinion. You certainly want some independence of thought; otherwise, we could just have everyone polled on each and every issue.

If by "demonstrating a consensus" you mean they don't check with all of us first . . . yes! That's their job as our representatives. We choose the guys we think will vote most often the way we would like to.

Representatives must have consultation with its constituents before voting for its state in order to have a real representative function.

We elect them to cast votes. They are not required to build a consensus, though many seek to do so.
