I do not think there is any software to translate hindi to english or vice versa and it is very unlikely to build one. What is available now which is transliterate software which simply converts the sounds from one language to another and this is used by various organisations like Indian Railways where the names of the passengers and stations are written both in english and hindi since the sounds are same .
