what if i lived in a 710ft2 apartment in the same place? what would the expenses be?

Contact the utility department and ask for the history of the previous tenant. They should be able to tell you what the average cost was and if their use was normal or above average

Call the local utility companies and ask for information about the average monthly utility expense at that exact location. Sometimes you can get the monthly charges for each of the last 12 months. It's good info to have.
