Paper Tiger is the term you are looking for. It is someone who is not as dangerous in reality as they look on paper. Iraqi insurgents could refer to the United States as a paper tiger. We have all the military might in the world yet we can't stop a simple improvised explosive device.
It is very similar to the term paper champion which is a team that looks good on paper, but in reality is greatly over-rated. Currently, the New York Yankees of baseball are a great example of a paper champion. They look like a good team on paper, but always choke when it comes down to it.

If you mean the saying "Paper Tiger" it refers to a mere picture of a tiger which was used to scare people. It worked until the people realized it was only a fake made of paper. Sounds familiar these days, does it not?
