The areas near the river had very little damage and no flooding. This area, roughly, is from St. Charles Ave. (streetcar track) to the river. And from St Claude, North of Poland Ave, to the river. There were other areas along the lake front and Gentilly Road. Most of the areas North of Canal St are rapidly coming back. The rebuilding varies by neighborhood. Come on down and enjoy yourself.

The lots are just fine, it is the houses that stood on them that require some attention. Seriously, Come on down. The French Quarter, where you will be visiting, is just fine. In fact it is starting to bustle again. The uptown areas, where tourists frequently tour, had the resources to make speedy repairs, and are as beautiful as ever. (You can still see the damage to the Oak trees).
It is in the areas that you are not likely to visit that the damage is most evident. If you are interested in seeing this, visit the lower ninth ward, or lower St. Bernard parish.
Yes; There is a lot of rebuilding, and a lot more to do, but do not let this dissuade you from a visit.

You'll have a great time, I was down there in January for my honeymoon and downtown was almost completely rebuilt. Just a tip that someone told me... don't walk alone because people who wouldn't normally steal, will because they lost everything. But is is most certainly worth the trip. In fact things are pretty inexpensive because they are trying to bring people back. In my opinion, this is the best time to go.
