Why in security firms in Australia are they teaching people how bombs are made?

In a security firm in queensland Australia are teaching people how to make bombs work and how to build petrol bombs from plastic bottles and sponges taped to the bottle when the sponge is lit it burns the bottle and explodes.This was all taught by a british man who worked in different parts of the world including russia.

They must be able to recognize what bombs look like or what they could look like for detection . also they must know that just about all the material is readily availible to anyone. They must know what is availible to them if they get into unexpected situation.
There is absolutly nothing wrong with knowlege, even this type.
