My room is really blisteringly hot right now, and I can't turn up the A/C or open a window. I've already got one fan going, is there any way to quickly cool off the room? Maybe something using ice? I've gotten so desperate I have a frozen bottle of water in front of the fan in a futile attempt to cool things off in here.

Don't put ice in front of a fan, or use any type of frozen liquid.
Putting water in the front of a fan helps the air retain heat. Air is just a gas it has no natural properties to retain heat, water is the medium in the air that helps it to retain heat, this process is called humidification. What you need is de-humidification (air-conditioning) this is what an a/c unit does.
If you can't turn the a/c on at least turn the fan part of the unit on to circulate air through the whole house. Moving air is cooler air, and opening your door will also help reduce the amount of thermals in the room as well.

Instead of that frozen bottle, fan thing, you should get a swamp cooler. It's the same idea as the bottle/fan thing, but designed to cool. It's cheaper than an air conditioner, doesn't use as much electricity, and is portable. A swamp cooler about twice the size of your computer tower would cost around $70. Other then that, there is no way to cool your room in your situation.

Wow. This is March, and you are dying from the heat. Maybe we should all take a serious look at what Al Gore is saying.

I think a frozen bottle of water in front of the fan is a good idea, perhaps not as futile as you say. It makes me wonder where you live. I live next to the Pacific Ocean, and that ocean definitely climate-controls my environment. It keeps the winters from freezing and the summers for scalding.

This might not be what youre looking for, but I live in detroit (where it gets to be 100 in the summer - and we dont have breeze. Period. And I dont have air conditioning, sigh)
This works for me.
Take a spray bottle - fill it 2 or three parts alcohol and 1 part water.
Spritzer yourself down (exposed skin) , then stand in front of your fan.
Dont spray delicate parts and dont get near flames, lets not be silly.
The alcohol makes the water evaporate faster - which will cool you rather well.
Sorry, i dont know anything to cool the room.

Get out of the room and get some fresh air. Go eat some ice cream to cool yourself down.

well to cool a room requires a fan... but you could lay down with some ice on you... its weird sounding, but it'll cool you down.

if you have a fan, it gets real hot where i live, so sometimes i place a fan in my direction and fill a bucket or something with ice then have the fan blow cool air to me.

You can't cool the room but you could cool yourself by taking a cold shower and lay in front of the fan naked.

If your door isn't open then open it. This will help move heat out of your room instead of just pushing it around with the fan you have on.

What extra is there to declare? Get as plenty clean air in from outdoors as you could. to boot you should attempt a surprising spray mist of chilly water (do not overdo it! ) because of the fact the water will take warmth from the air because it evaporates.
