Any pharmacy should have a selection of them. Look in the "Family Planning" aisle, near the condoms.

Any neighborhood drug store should have it or even a grocery store like Safeway or perhaps Wal-Mart. A sure bet should be Walgreens, Rite Aid, Longs, etc.
I would do some reading on this prior to making the purchase. I have seen some companies refuse to carry condoms with spermicide because some research shows it may make you more likely to contract certain STDs should accidental exposure occur.
Here is a link to Wikipedia's explanation of spermicide with this possible problem mentioned:
http://en.wikipedia.org/wiki/Spermicide
You certainly want to be using a condom, with or without spermicide, because the efficacy of spermicide alone is not all that great. Basically, it has a high failure rate. It's really meant as a backup in case a condom breaks.
I hope this helps.

If you are talking about the new fertility insert that doctors are trying. They insert spermicide in a cup on the insert. First you have to go to the doctor to get a prescription. Otherwise I don't know the answer.
