To really understand and appreciate math it has to Click! My experience was that I hated math and actually failed Algebra in high school. After a few years working manual labor and being given the priviledge of sleeping in wet holes with an M16 for company I decided there must be something better. I had the advantage of the GI bill so I went to college and decided that I liked engineering. Guess what!! Engineering IS math. After 2 semesters of hating it and struggling something clicked in my head and I now absolutely love the beauty of integrals. series, where a derivative comes from etc.
You can do it if you stick with it. No website is going to be of much help for the basics. Go get a textbook that has the basic info that you want and WORK at it. Free lunches went out of style before we were born.

Does anyone know a good website or other resource for a math retard like myself? Anything would help. >>>>
Math.com is a good place to start. For practice, you could go to Edhelper.com. You can get plenty of worksheets there (free!)

You did not say what level of math you are at and thus an appropriate web-site is difficult to select.
Are you studying ALgebra, Trigonometry, pre-Calculus, Calculus, Linear ALgebra, COmplex Numbers, etc...
Go to google.com, enter "math tutor and the specific subject name like trigonometry" and you will get many web-sites
