It means that they keep the same scale for the entire map - some maps put things closer together to fit it in the same map.
For example, say Building A and Building B are a mile apart, and Building B and Building C are four miles apart...a map that is not to scale would have all the buildings the same distance apart, even though they aren't in real life.

It means that a mile is equal to the same distance on the map regardless of what part of the map you examine.
Unfortunately, maps that are used on bus schedules often distort distances to make the map fit on a small paper schedule, so what is an inch in one part of the map might be 10 miles or it might be 3 miles in another part of the map. The idea is to provide connection information but not distance information.

military speaking maps are defined interms such as 1/25000 which means 1 inch on the map represents 25000 inches on the ground.
another is 1/125000 means 1 inch on map represents 125000 inches on the ground. All this can be transposed into feet and miles or fraction of miles. Ex Us Army LRPS.

Things are the same relative distance... for example... if two cities on the map are one inch apart on the map and 100 miles apart in real life, then two cities two inches apart on the map would be ...200 miles apart in real life.

Suppose u wnnt to show ur sclool playground which is 500 m by 500m size rectangle to a friend on a drawing u could take a small piece of paper & say that if 10m = 1 cm then by drawing a rectangle of 50cm by 50cm ur friend could understand the size & shape of ur playground. That is drawing to scale, which in this case is 10m: 1cm
