If the car's e-brake is on, doesn't that lock up the rear wheels, if so...can it still be towed away?

Yes, they put it on those wheel things. So the car wheels do not need to turn.

Yes, but it can still be towed from the rear. Or on a flat bed.

Rollback truck with a little bit of anti-freeze on its bed and
good strong wench & cable and your car is gone in about
5 minutes.

ya bc only the back wheels lock up when eb is on
