Your question is a little unclear, if you are asking whether Stalin killed more Soviet citizens than Hitler killed Germans then there is no question that Stalin outperformed in this respect by at least ten-fold.
I don't know where some of the replies are getting their data, but although there is great difficulty with the Soviet figures, the German ones are fairly accurate. Stalin certainly was responsible for at least 30 million deaths, maybe as many as 100 million.
It is for the very obscene nature of these statistics that they should be remembered....for ever.

Could be---but we will never know for sure since I seriously doubt both Hitler or Stalin kept extensive records on how many people they killed. Both were loony and paranoid, so it could go either way.
