Pretend to be friends with him. Bring your enemies in close. Find out his weaknesses. When he least suspects it, unleash the skeletons from his closet.

When your neighbor calls the police on you he is invoking a "Criminal" procedure to hopefully get you in trouble. What you need to do is go to your local court house and file for a protection order against your neighbor. They'll usually ask on a legal form, "What constitutes your reasons for needing this done". (I'm sure you can come up with reasons true or untrue as good as your neighbors for calling the police.) The Judge will, in almost all cases grant you this "Civil" action. You may have to pay to have your neighbor served with the court order but now when the police come it will appear to them that your neighbor, by calling them is just acting in desperation. Thus, "You" are now in control of something your neighbor thought he was in control of by calling the police to begin with. Now they will probably just tell your neighbor to leave you alone. "Revenge"....you can have it renewed every year.

You need to get in first.
Arrange an appointment with your local police station, and state your facts.
Get something written that you have had the meeting, just in case another policing group turn up.
This way you have verification that your neighbour calls the cops on a regular basis, without the need for you trying to justify your plight.

if your neighbor does this often, I'm sure the police will realize that he is crying wolf. and eventual will be handled accordingly,(ticketed, charge with a false report, etc etc).

plead the 5th all the time when the cops get called on you, and he will lose credibility and eventually, charges will be pressed on him by the state.

I wouldn't start by putting incriminating evidence on my computer, but that is just me.
