It was Locke's dad. And here is an interesting tid-bit:
Sawyer is originally from Tallahassee (as evidenced by the postmark on his letter to "Mr. Sawyer" in Season 1). Sawyer is after a man who struck up an affair with Sawyer's mom and swindled his father's cash. Locke's dad was a con man (from Tallahassee) that swindled money out of women that he convinced he was in love with the. Coincidence? Could Locke's dad be the man that Sawyer is after? Something to think about...

It was pretty obvious by the end that Ben meant Locke's dad. Isn't Jack from CA anyway?
