most voices start out quietly. It takes time and experience working with the instrument ( your whole body) to get volume control. Yes, you need to work on breath support. No good singer can do without it.
A famous exercise: the Farinelli Manuever, named after one of the fist pop stars in the biz, from the 18th century.
inhale for 4 seconds, and feel how the air moves straight down into your belly- no shoulders, no upper chest, no arms involved.
wait for four seconds- as if you're waiting to dive headlong into your pile of birthday presents, without your throat closing or getting tight. You'll feel enormous energy around your middle. This is important to learn, this is what it really feels like while singing.
exhale for four seconds- get everything out, but don't push your stomach in, it can do it all by itself.
Repeat. If you find yourself getting dizzy the first time, sit down. This feeling goes away with practice. Gradually build yourself up to 6 seconds, 8 seconds.
This amount of strength around your middle will do you no good though if you don't loosen your jaw to let it hang slightly ( the "no duh" position) and open your mouth to let the sound out.
As you build up confidence in your singing, you will find yourself willing to give more sound. After all, that's why we sing- to share with others.
Check it out with the chorus leader. Get some recommendations from people who take singing lessons, and maybe take some yourself.
Best wishes and keep on singing

I had the same problem in choir. I was a high soprano so i had to learn to sing from my diapharm. As you sing hold in your stomach and try to control the area between your ribs and your stomach. You can also try this lying on your back singing. This helps give your voice strength. As you sing make sure to pronuce each word cleary also. while singing you will feel more control and know when to release the pressure on your diaphram. This will help you increase the volume in you voice. Hope this helps.
