We already have a Narcissa in GOB, no?
But for a new one - hm... I actually think Heather Mills would fit the part, although she might be too old. (most of the actors in HP are, though) Cate Blanchett would work beautifully, I think, (almost too easy) and I also think Kate Winslet could make it work (fun to see her in a role like that)
