Going by the ANA grading standards, it doesn't have the detail of an about good. The obverse is a fair but the reverse is almost an about good, it is a little shy though. I also checked Brown and Dunn grading guide and I guess the thing is, the Liberty needs to be all there to be an about good, even though it can be weak. All of it does not show up on the coin in the photos. so a grade of fair is about right.
