It is from the friction of the tack or your leg or something else rubbing against the sweaty area.

The "white foam" you are talking about is actually just a little horse sweat mixed with having fur, and what part of the horse the leather of the sadlle,(or bridle) is rubbing against

The horse that has white foam coming out of his mouth it mean that he or she has accepted the bit in his or her mouth

The question i can't answer but I must reassured you all horses do this. Be sure that you cool this animal down slowly.I recommend a exercise wheel.
