if you're from out of state usually that's a yes
but pretty much every state college gives preferential treatment to its residents because they're the ones who fund it basically

Sometimes. Private colleges don't really care what state you are from. But in public colleges, state residents have an advantage (because our taxes pay for it). Also, a LOT of people around the country are competing for those relatively few out-of-state spots, because of the weather and the quality and name recognition of the UC schools.

No. There isn't a general difference in college acceptance depending on location. However, your your academics could affect your edibility to get into a fairly nice one.

Depends on the school. Maybe some schools receive more applications in CA because of the climate?? But I doubt it.
