I was playing Tales of Symphonia, and was fighting Mithos (the final boss.) I had beat him twice before, and he had 55k HP and then 60K HP in each of his forms both times. Then, for no apparent reason, he had 85k HP in his first form and 90k HP in his second form when I beat him a third time. The difficulty level is the same on all three. Why did his HP change? The only reason I could think of is that I was about 20 levels higher the third time, but that wouldn't affect him, right?

Coz it's the final boss. Final boss always harder to defeat and always plays unfair.

Mmm probably. Most game's enimies get harder based on what level you are so you don't completely dominate them. Course what's 5k hp anyway? A few slices of Lloyd's swords makes mincemeat of that.
