Tank size - 15 gallon
24in X 12in X 15in (60cm X 30cm X 40cm)
Planted tank. Subtract - sand and pebbles and a bogwood.
Water change 30% - 40% weekly
Diet - Flakes & Micro pellets.
Occasionally - live Daphnia, fozen bloodworm &
freezed dried Tubifax worm.
1) Would these fishes thrive in my tank?
2) Are these fishes compatible?
3) Is the tank overstocked?

No. Overcrowded, your sizes are way off. The schools are too small. They are compatible. The water changes are too much, better to go 20-25% weekly or even every other week.

I've done research on tetras more then anything and I can tell you that most tetras are schooling fish. They need to be in groups of at least six. If you were to delete one of those types of tetras and just add a couple more to the other group you should be fine. Harlequins are also schooling fish as well, so you would need to add a couple more to that group.
I personally wouldn't use sand as the substrate, but I have seen some very nice set-ups with it.
15 gallon is a good size for the bioload you are suggesting, maybe just make those schooling group changes.
Water change looks good.
A variety of food is also good for your fish. They will love you for it. It also helps keep them healthy, happy, and growing great.
Those fish should all work out together. They are all community fish and I haven't heard about any aggressive traits in any of them.
P.S. Looking at some of the fish profiles I've compiled, I've discovered that harlequin rasboras are much happier when introduced to a tank that is already been up and running for a while.

The tank should be fine, I think they would thrive. Just an FYI for you...amano shrimps do not eat algae. They eat debris off the aquarium bottom that would otherwise have polluted the water. If you would like some ramshorns at a VERY reasonable price that would help your tank flourish+they don't eat plants and they clean off all the algae I am a local breeder and would be willing so send you some for cheap. as described it doesn't sound over stocked
these are compatible fish, and i think with filtration and a heater it would be a great tank set up
( i am not an expert but i believe that the amount of water changes you are suggesting might be a little over much, that by doing that much you might not be letting the good bacteria grow and stabilize the tank....... but again i am not an expert so i may be wrong. i would check with a pet store to be sure the tank isn't too clean)
other than that i think it all sound great

they would survive, but i'm concerned about the numbers, most tetras and rasboras, including these ones, need to be in groups of 6+ to feel comfortable and happy.
so if instead of the rosy tetras you got 3 more black skirts, and 2 more harlequins, i think they'd be happier.

Sounds like an excellent tank to me except the shrimp. It's not an algae eater so it won't do the job you want done. I would suggest replacing it with a few oto cats personally.

Yep, it'll be fine. Get a filter, cycle tank beforehand. Fewer water changes at first to let nh4 eating bacteria grow.

it will be fine if u get a good filter and do good water changes but don't put them in all at once u need to cycle your tank first or u will kill all your fish if u stock them to fast what i would do is get a couple gold fish and cycle your tank out then once its done put your fish in that way no accidents happen
