"The Service. The software is free to download and use on any number of computers. You will initially receive a certain amount of free ringtones (test period), after which, there will be a fee for using the software, either $0.65 every fourth ringtone sent to your phone, or $2.95 for every 20th ringtone sent to your phone."
This is from their Terms of Use, so in other words;
It is not free, there is a free trial period, but it is not free. Depending on how the ringtone is transfered to you phone there might also be a charge for example if it is sent to your phone through a text/mms message, or if it sent through a USB connection.
