what does it mean when my computer lets me know that a web page is taking to long to respond?

It usually means one of two things. Either your internet connection is/was faulty when you tried to load the page (This would happen if all sites you attempt to bring up aren't working) or the website you are trying to view is having 'techinal difficulty' (which basically means it isn't really there for you to view at the moment because someone is probably trying to fix it)

it means that your connection is not at full speed or it can't connect to their servers..
