It's the rheostat a.k.a. resistor.
It will cost you about 20 - 30 bucks but labour can bring the bill up tp $400.00 as the dash has to be removed to access it.

I just had it done on my 01 Bonneville SSEi

It is definately your blower motor resistor. It is located under the passenger side dash. You have to remove the panel underneath the dash to get to it. It is behind the blower motor. I recommend you remove the blower motor to allow easier access to the screws that hold it in place. Be sure to check the electrical connector because it may also be melted or corroded from dampness. These are common problems. If it is then you will have to get it repaired. Otherwise the resistor screws are a bit difficult to get but you do not have to remove the dash on this year model. Should only cost half hour to an hour to replace plus part price. Good luck

Blower motor resistor pack is fried. Common GM failure. $20 part. The location in my GrandAm is under the dash near passenger foot well, not sure about the GP.

Its more than likely the resistor pack for the fan. May be mounted in the air duct under passenger side dash towards the firewall.
