In the modern theory of penology, inmates are classified, as to violent and non-violent offenders. They are also classified by age and obviously sex. The unfortunate aspect of the situation is that due to the overcrowding of the nation's prisons, classification is not always possible. Due to this and other factors, we have a recidivistic rate of 80 to 90 percent, of first time offenders. As to your comment about correction and rehabilitation, this has to come from the desire of the offender to correct his ways, and to rejoin society, as a useful member. When an offender gets out and "hangs with his boys, on the corner", he is fairly well assured to be back in prison shortly.

Criminality-101 and a lot of offenders off the street, so they can't harm anyone else.
What we need is more death penality, and lawyers who understand their job is not to get their client off, but to see that they are punished according to their crimes.
