Costs for anything being more in one area than in another has to do with supply, demand, and transportation. I live in Hawaii and most things cost more out here because they have to be transported 2500 miles across the ocean. I don't know about the desert, but I can tell you that the area I live in is one of the rainiest cities in the U.S. and my water bill is less out here than it was on the mainland. We also have cheap bottled in Hawaii spring water.
I would imagine that water in the desert costs more. Also, although the oceans are salt water, there are techniques to remove the salt so that may help lower the cost of water in coastal areas (depending on the cost to desalinate the water).

the cost of water would not necessarily be higher near the ocean because it is salt water. The salt water has to be distilled to take only the water and not the salt and this process requires a lot of energy.

in arid areas of the US people have to be conservative with water and stuff so it probably costs more, and as for being by the ocean it makes water cheaper because it rains more there and there are more rivers which lead to the ocean. The ocean water itself isnt really usable since its all salty.

I don't think it would necessarily be more expensive. I would depend on where the water comes from as far as ground, lake, ocean ect... and how much it costs to make it safe for human consumption and how much to transport it.
