Historically, England has been lead by Kings and Queens and to some extent still is. England, or more particularly, the United Kingdom, is today a constitutional monarchy. The real power however, rests in the hands of the members of the House of Commons and Parliament.

Could you be more specific as to what period of English history? Alfred (the Great), King of the West Saxons, was an English leader circa 849 - 899 CE.
