I'm only 20 but I've encountered a similar situation before. With me though, I knew the cause.
That cause was zipper trouble. It was very painful, and when I got the zipper unstuck the skin was all dark and slight cut up.
What happened was when the scab formed over the area when not erect, it had no elasticity to give when it got erect again. This resulted in pain and further stretching and ripping of the skin. I had to try my best not to get an erection for a week until it healed all the way.
So the only thing I can think of is the skin is losing it's elasticity somehow. It could be really dried out or something, try some moisturising lotion or something for a few days and see if it helps.

He does NOT need a circumcision! Read about the treatments for phimosis at http://www.cirp.org/library/treatment/phimosis/ You'll need to scroll past some stuff about babies to get to the area that's relevant to your husband.
As for going to a doctor, he should not be embarrassed. The doctor has seen it all before -- just about any doctor except an OB/GYN sees every penis problem imaginable in the course of a year. He may need a doctor to prescribe the cream that will loosen the foreskin. But if the doctor starts talking circumcision, then get another doctor. There are still a few doctors out there that see cutting as the solution to every problem, but they are not the ones who are stuck with a desensitized penis!

He has almost certainly developed a yeast or fungal infection. This tightens up the foreskin and causes little tears to form. You both need to get treated with an over-the-counter cream and preferably an oral pill as well. Use condoms until you are both clear. Sometimes the infection will cause scarring and after the infection clears up he may may need Betamethasone to help stretch. See my stretching instructions below for more detail. He should not stretch at all until the infection is clear.
Circumcision is only a last resort treatment and as it, according to new research, causes significant loss of sensitivity is not to be entered into lightly.

My husband is also not circumcised. He may have a build up of smegma if he does not clean it properly. A few good showers will help the problem as long as he pulls back the foreskin to clean it. It will take a few days.

from what i have read about it, uncirumsized penis's are really vunerable to different diseases and infections, so for the sake of both of your healths id advise that he just get circumsized. although i can see why this could be a bit frightening, because they do not use anestisha and you are very awake during the whole process.

i agree with Maple, in my research (on cirp and other sites) about circumcision, i have heard of this condition before (phimosis). many doctors suggest circumcision because it is the common thing in the U.S. but i have also heard men and doctors online say that if you use gentle stretching of the foreskin opening, it will relax and be back to normal. just grab the sides of the opening and pull them apart gently, pull the foreskin back gently and slowly while erect, just try to stretch the skin back to normal. it may take time, but a lot less painful than circumcision.

simple answer, get circumcised. all the stories about lose of sensation or in being very painful are just that, stories. had mine circumcised at 23 (26 now) and, improves things alot

he is 40. I think that he is starting his "male menopause". that means that his hormonal are decreasing right now because he is a middle age and that what normally happing to him right now. So that what causes he foreskin to tighten up. I may be wrong but my guess kind of make since to me. Now please next time, please don't post this type of question online, its "EWWWWWWWWWW".

As Maple states, it sounds like he has phimosis. Your husband should definitely consult a doctor to discuss remedies. Medlineplus.gov is a great site to read about medical conditions. Talk to a doctor!!!
